Regulations on the management of welding operation wage of welders for civil nuclear safety equipment

regulations on the management of welding operator qualification of welders for civil nuclear safety equipment (haf603), which was deliberated and adopted by the fourth executive meeting of the State Environmental Protection Administration in 2007 on December 25th, 2007, is hereby promulgated and shall enter into force as of January 1st, 2008

the regulations on the management of training, examination and certification of welders and welding operators of civil nuclear pressure equipment (haf603) issued by the National Nuclear Safety Administration on June 6, 1995 shall be repealed at the same time

Chapter I General Provisions

article 1 in order to strengthen the qualification management of welders and welding operators for civil nuclear safety equipment and ensure the welding quality of civil nuclear safety equipment, these Regulations are formulated in accordance with the regulations on the supervision and administration of civil nuclear safety equipment

Article 2 this regulation is applicable to the qualification management of welders and welding operators for civil nuclear safety equipment

Article 3 welders and welding operators engaged in the welding activities of civil nuclear safety equipment can engage in the welding activities of civil nuclear safety equipment only after they participate in the examination and obtain the qualification certificate in accordance with this regulation

Chapter II institutions and responsibilities

Article 4 the nuclear safety supervision department of the State Council is responsible for approving and issuing civil nuclear safety equipment welders and welding operation qualification certificates. Its main responsibilities are:

(I) selecting civil nuclear safety equipment welders and welding operators Assessment Center (hereinafter referred to as "assessment center")

(II) organize the formulation of the examination outline of welders and welding operators, the examination question bank of basic theoretical knowledge, and organize the examination of basic theoretical knowledge of welders and welding operators

(III) supervise and inspect the assessment and management of the assessment center

(IV) review the examination plan and results of the examination center, and issue qualification certificates to welders and welding operators who pass the examination

(V) file and keep relevant data of certified welders and welding operators

the nuclear safety supervision department of the State Council may set up a Qualification Committee for welders and welding operators of civil nuclear safety equipment as needed to perform specific duties

Article 5 the State Council believes that it is very important to maintain the efficient management of the supply chain. The safety supervision department can select the units that meet the following conditions as the assessment center:

(I) it has established a sound assessment quality assurance system for welders and welding operators, and has a perfect assessment and management system, examination rules, welding procedure specifications and special theoretical knowledge examination question bank that meet the examination requirements

(II) have more than 5 years of assessment performance of nuclear welders and welding operators, and the number of welders and welding operators assessed is not less than 300

(III) have a site suitable for the assessment activities of welders and welding operators to be engaged in, including the skill operation examination site (at least 20 stations), the theoretical examination classroom, the steel warehouse or specimen warehouse, the welding materials warehouse, the inspection site, the archives or the database, etc

(IV) have equipment suitable for the assessment activities of welders and welding operators to be engaged in due to the extension required for rubber and plastics, including welding equipment, welding rod and flux drying equipment, test piece and sample making equipment, physical and chemical inspection and nondestructive inspection equipment, heat treatment equipment and measuring tools

(V) the personnel composition shall at least include: 3 full-time welding technicians with the title of engineer or above, and 1 full-time surface and volume nondestructive testing personnel with the title of nuclear level II or above

(VI) have the ability to organize the examination of welders and welding operators and manage the welding archives of welders and welding operators

Article 6 the assessment center is responsible for organizing and implementing the examination of special theoretical knowledge and operating skills of welders and welding operators. Its main responsibilities are:

(I) formulating the examination plan

(II) review the qualifications of welders and welding operators

(III) determine the examination contents of special theoretical knowledge and the examination items of operational skills

(4) preparing and inspecting test pieces and evaluating test scores

(V) issue steel seals of welders and welding operators

(VI) prepare or confirm the welding procedure specification for the examination of welders and welding operators

(VII) establish and manage the archives of welders and welding operators

Article 7 welders and welding operators who intend to engage in civil nuclear safety equipment welding activities shall apply to the assessment center for examination. Welders and welding operators applying for the examination shall meet the following conditions:

(I) have a junior high school or above degree

(2) good health

(III) be able to operate according to the welding procedure specification

(IV) be able to undertake welding work independently

Chapter III Examination Contents and methods

Article 8 the examination of welders and welding operators includes the examination of theoretical knowledge and operation skills

Article 9 theoretical knowledge examination of welders and welding operators includes basic theoretical knowledge examination and special theoretical knowledge examination

welders and welding operators who intend to engage in welding activities of special welding methods and base metal types not covered by basic theoretical knowledge shall also pass the special theoretical knowledge examination before taking the operation skill examination

welders and welding operators pass the basic theoretical knowledge examination, and the validity period is 3 years

Article 10 the examination of basic theoretical knowledge of welders and welding operators shall include the following contents:

(I) basic knowledge of nuclear power system (including knowledge of radiation protection) and basic knowledge of nuclear power quality assurance

(II) knowledge of civil nuclear safety equipment, including equipment category and nuclear safety level, relevant manufacturing standards and welding procedures, classification principles and requirements of welding joints, common base materials and welding materials, characteristics of welding methods and main manufacturing technical requirements (including basic knowledge of heat treatment and nondestructive testing)

(III) requirements for the use and maintenance of welding equipment, devices and measuring instruments

(IV) form, performance and influencing factors of welded joints, weld code and pattern identification

(V) causes of welding defects and preventive measures

(VI) causes of welding stress and deformation and preventive measures

(VII) welding safety technology

Article 11 the examination contents of special theoretical knowledge of welders and welding operators shall be determined according to the characteristics of special welding methods and materials

Article 12 the examination center shall determine the items of the operation skill examination of welders and welding operators according to the welding method, specimen form, base metal category, welding material, weld form, welding position, specimen specification and size, welding elements (backing, single-sided welding, double-sided welding), etc

Article 13 the number of test pieces for the operation skill examination of welders and welding operators shall meet the requirements, and it is not allowed to select more welding test pieces from them

the preparation and welding of the test piece shall meet the following requirements:

(I) the groove surface of the test piece and the range of 25mm on both sides of the groove shall be cleaned to remove iron filings, oxide skin, oil, rust, dirt and other sundries

(II) welding rods and fluxes shall be dried according to the specified requirements, and taken as soon as they are used. Welding wires shall be degreased and derusted

(III) welders and welding operators shall weld test pieces in accordance with the qualified welding procedure specification

(IV) before the operation skill examination, the examination number of the welder or welding operator shall be marked on the test piece when the members of the examination center, the invigilator and the welder or welding operator are present for confirmation

(V) the hour mark of the welding position shall be marked on the horizontal fixed test piece and the 45 ° fixed test piece, and the tack weld shall not be at the "6 o'clock" mark; When the test piece is welded downward, the position of the test piece shall be fixed according to the hour mark, and the arc can only be started at the "12 o'clock" mark and ended at the "6 o'clock" mark; When welding upward, the arc should be started from the "6 points" position

(VI) for all test specimens of welders, there should be at least one stop arc re welding joint in the first layer of weld; During the examination of welding operators, the arc shall not be stopped in the middle of each weld bead

(VII) during the mechanized welding examination, it is allowed to add arc striking plates and lead-out plates

(VIII) after the test piece starts welding, the welding position shall not be changed; For 45 ° fixed test pieces of pipe butt and tube sheet weld, the included angle between the pipe axis and the horizontal plane should be within 45 ° ± 5 °

(IX) the last layer on the surface of the test piece is not allowed to be polished and repaired

(x) the groove form and size of the test piece shall be prepared in accordance with the welding procedure specification, or prepared by the assessment center in accordance with the corresponding national standards and industrial standards

Chapter IV evaluation of examination results, issuance and management of certificates

Article 14 welders and welding operators shall adopt the 100 point system for the examination of basic theoretical knowledge and special theoretical knowledge, and 60 points are qualified

Article 15 welders and welding operators shall pass the operation skill examination and be evaluated through the test piece inspection. After the test piece passes the inspection, the test item is qualified

Article 16 when two or more welders and welding operators participate in the combined examination, if one of the examination items is unqualified, and the welding welder or welding operator who leads to the unqualified examination items can be determined, the examination items of the welder or welding operator shall be determined to be unqualified; If it is impossible to determine the welding welders or welding operators who lead to the disqualification of the examination project, the welders and welding operators who participated in the combined examination shall be deemed to be disqualified with the annual sales of nearly SEK 84 billion in 2013

Article 17 welders and welding operators who fail the operation skill examination are allowed to take a make-up examination within one month. Those who fail the make-up examination may apply for the examination again, but the time interval between the last examination and the last one shall not be less than three months

Article 18 the examination center shall record the results of the examination of welders and welding operators in the examination evaluation report, and record the inspection results of the test pieces of the operation skill examination in the examination and inspection record form

the assessment center shall, within 10 working days after the assessment of the examination results, submit the examination and assessment report of the qualified welders and welding operators to the nuclear safety supervision department of the State Council after being signed and sealed by the director of the center

Article 19 welders and welding operators of civil nuclear safety equipment can only engage in welding activities within the corresponding scope of qualified items

Article 20 the assessment center shall establish and manage the archives of welders and welding operators, which shall include the continuous operation records of welders and welding operators

the employer of welders and welding operators shall fill in the continuous operation records of welders and welding operators and report to the relevant assessment center for filing every six months

Article 21 the nuclear safety supervision department of the State Council shall complete the examination of the examination results of welders and welding operators and make a decision on whether to grant qualifications within 20 working days from the date of receiving the examination evaluation report

the nuclear safety supervision department of the State Council shall issue qualification certificates to welders and welding operators who pass the examination within 10 working days from the date of making the decision

Article 22 the qualification certificate of welders and welding operators shall include the following main contents:

(I) names of welders and welding operators and employing units

(II) items passing the examination

(III) term of validity
