Chapter I General Provisions

Article 1 in order to standardize and strengthen the management of coal mine safety supervision archives, these Regulations are formulated in accordance with the relevant provisions of the archives law of the people's Republic of China, the regulations on coal mine safety supervision and the regulations on the archival work of organs

Article 2 coal mine safety supervision archives are all kinds of documents with preservation value formed and processed during the performance of supervision duties and administrative law enforcement by coal mine safety supervision institutions

Article 3 the national coal mine safety supervision institutions, provincial coal mine safety supervision institutions and coal mine safety supervision offices shall implement hierarchical management of archives work. The national coal mine safety supervision organization plans and coordinates the work of national coal mine safety supervision archives. The higher-level coal mine safety supervision organization shall guide, supervise and inspect the archives management of the lower level coal mine safety supervision organization

Article 4 provincial coal mine safety supervision institutions and coal mine safety supervision offices shall establish coal mine safety supervision archives for each coal mine

Article 5 all archives formed by the coal mine safety supervision organization shall be centrally managed by the Archives Management Department of the organization. It is forbidden not to archive and private possession of archives

Chapter II composition and archiving of archives

Article 6 coal mine safety supervision archives are mainly composed of coal mine safety basic documents, safety supervision daily documents, safety inspection documents, administrative punishment documents, and coal mine accident investigation and handling documents:

(I) coal mine safety basic documents, including mine safety facility design documents, mine safety facility completion acceptance documents, mine safety basic conditions, disasters Accident situation over the years, relevant data of mining license and coal production license, hidden danger of accident, emergency plan for disaster treatment, etc

(II) daily documents and materials of safety supervision, including relevant materials of coal mine safety supervision legislation, relevant instructions, various documents, meeting materials, safety statistical analysis materials, whistleblowing materials and its graphene filter may be significantly better than other daily management documents of seawater desalination technology

(III) safety inspection documents, including relevant data of regular safety inspection, key safety inspection, safety spot check and recheck, on-site inspection records, on-site handling decisions, etc

(4) administrative punishment documents, including punishment basis materials, statement and defense materials, administrative punishment notice, hearing records, administrative punishment decision, administrative punishment service receipt, review opinion, transfer of revocation of mining license, administrative reconsideration and administrative litigation materials, various evidences, etc

(V) documents for the investigation and handling of coal mine accidents, including accident reports, rescue records, accident investigation and inquiry records, accident investigation reports, accident approval documents and other relevant documents

Article 7 the coal mine safety supervision organization shall establish a document filing system, and make specific provisions on the scope, time, quality, quantity and procedure of filing documents (including audio-visual and electronic documents)

Article 8 the documents handled by the coal mine safety supervision organization and its coal mine safety supervisors shall be filed in time. The archived documents should be complete, complete, accurate and well-organized

Article 9 the coal mine safety supervision organization shall implement the pre filing system of business departments. Coal mine safety supervisors shall sort out the documents and materials of carbon steel (carbon steel) or ordinary steel formed in each safety inspection, law enforcement activities and daily supervision work, and then sign and file them by the operator. Archivists shall guide the archiving work and accept the archived documents

Article 10 the coal mine safety supervision organization shall establish and improve the rules and regulations for archival work, and be equipped with full-time or part-time archival staff to meet the needs of work. Archivists should have corresponding professional knowledge and take up their posts after receiving training in archival business

Article 11 the responsibilities of the Archives Management Department of coal mine safety supervision and archives staff are:

(I) implement the national guidelines on archival work
